One track means this is a self-contained drama scene rather than a multi-episode story. Kaito's bewilderment becomes the entire narrative — whatever confuses or troubles him gets a complete dramatic exploration in a single extended scene.
Special drama CDs with single tracks are common bonuses for Japanese visual novel releases — retailer exclusives, limited edition extras, or magazine promotional items. One character, one emotion, one scene. Drastic Killer's Kaito gets his moment of confusion preserved in audio form.
